广西壮族自治区新型冠状病毒感染的肺炎疫情防控工作领导小组指挥部关于进一步加强管理严防新冠肺炎疫情输入传播扩散的紧急通知

Emergency Notice on Further Strengthening the Management and Strictly Guarding against the Emergence and Spread of Imported COVID-19 Cases issued by the Command Center of the Leading Group of Prevention and Control of COVID-19 Outbreak of Guangxi Zhuang Autonomous Region

各市、县新冠肺炎疫情防控指挥部，区直、中直各单位：

To all city-level and county-level Command Centers of the Leading Group of Prevention and Control of COVID-19 Outbreak, and the provincial departments of Guangxi and the outfits directly under the CPC Central Committee in Guangxi:

为进一步做好我区新冠肺炎疫情防控工作，严防疫情输入传播扩散蔓延，现就有关事项通知如下：

In order to further strengthen the COVID-19 prevention and control effort in Guangxi and strictly guard against the emergence and spread of imported cases, the notice is issued as follows:

一、加强境外返桂来桂人员管理

所有境外返桂来桂人员一律实行“14天集中隔离医学观察+14天居家隔离医学观察+2次核酸检测+1次血清抗体检测”的管控措施。

1. Strengthen the Management of People who Return or Come to Guangxi from outside Mainland China

All personnel who return or come to Guangxi must be subject to the management and control measure of the “14-day quarantine at designated sites + 14-day home-based quarantine + 2 nucleic acid tests + 1 serum antibody test”. 

（一）从区内口岸入境返桂来桂人员。由口岸所在地设区市疫情防控指挥部组织实施“14天集中隔离医学观察+2次核酸检测+1次血清抗体检测”的管控措施。对集中隔离期满经医学检查无异常人员，由集中隔离点为其办理相关解除隔离手续，并根据入境人员目的地分类处置：

(1) For people who return or come to Guangxi from a port of entry in Guangxi, the management and control measure of the “14-day quarantine at designated sites + 2 nucleic acid tests + 1 serum antibody test” must be carried out by the Command Center of the Leading Group of COVID-19 Prevention and Control of the city (with districts under its administration) where the port of entry is located.

1．目的地为集中隔离点所在设区市人员。采取“手递手”方式，移交所属社区（村）监督其实施14天居家隔离医学观察。

a. For those whose destination is the city where the quarantine at designated sites is carried out, the “hand-to-hand” method shall be adopted to hand over the personnel to their corresponding community (village) to supervise their 14-day home-based quarantine for medical observation.

2．目的地为广西区内其他设区市人员。移交所属市、县（市、区）疫情防控指挥部，由目的地社区（村）监督其实施14天居家隔离医学观察。

b. For those whose destinations are other cities (with districts under their administration) in Guangxi instead of the city where the quarantine at designated sites takes place, they shall be handed over to the Command Center of the Leading Group of COVID-19 Prevention and Control of their corresponding cities, counties (county-level cities or districts), and the corresponding community (village) shall supervise the implementation of their 14-day home-based quarantine for medical observation.

3．目的地为广西区外的人员。及时向其目的地省份推送相关信息，确保一个不漏，闭环管理。

c. For those whose destination is outside Guangxi, their information must be timely forwarded to their destination provinces for closed-loop management to ensure no one can escape the management.

（二）从区外口岸入境返桂来桂人员。近14天内从区外口岸入境返桂来桂人员要主动向目的地社区（村）和单位申报相关信息，由社区（村）核实其集中隔离医学观察、核酸检测、血清抗体检测等相关信息，如未能提供有效证明的，一律补齐“14天集中隔离医学观察+14天居家隔离医学观察+2次核酸检测+1次血清抗体检测”的管控措施；在完成区外集中隔离医学观察14天后返桂来桂的，需再进行“14天居家隔离医学观察+2次核酸检测+1次血清抗体检测”，确保不漏一人。

(2) For people who return or come to Guangxi from a port of entry outside Guangxi in recent 14 days, they must proactively report their related information to their destination communities (villages) and working units, and their such information as the quarantine at designated sites for medical observation, the nucleic acid tests and the serum antibody test shall be verified by their destination communities (villages). If they fail to provide effective proof, they must be subject to the “14-day quarantine at designated sites + 14-day home-based quarantine + 2 nucleic acid tests + 1 serum antibody test”. For those who return or come to Guangxi after they have gone through the 14-day quarantine at designated sites for medical observation, they must further go through the “14-day home-based quarantine + 2 nucleic acid tests + 1 serum antibody test”. All these measures are taken to ensure no one can escape the management.

二、加强湖北省和武汉市返桂来桂人员管理

2. Strengthen the Management of People Who Return or Come to Guangxi from Wuhan City and Hubei Province at Large

继续按照自治区新冠肺炎疫情防控工作领导小组指挥部印发的《湖北省（除武汉市外）返桂来桂人员健康管理操作指南》（桂新冠防指〔2020〕105号）和《关于做好武汉市返桂来桂人员健康管理服务的紧急通知》（桂新冠防指〔2020〕122 号）执行。

Relevant measures must be implemented in accordance with the Instructions on Health Management of People who Return or Come to Guangxi from Hubei Province (Except Wuhan City) (Gui Xin Guan Fang Zhi〔2020〕No. 105) and the Emergency Notice on Health Management Service for People who Return or Come to Guangxi from Wuhan City (Gui Xin Guan Fang Zhi〔2020〕No. 122) both issued by the Command Center of the Leading Group of Prevention and Control of COVID-19 Outbreak of Guangxi Zhuang Autonomous Region.

三、加强从重点地区返桂来桂人员管理

3. Strengthen the Management of People who Return or Come to Guangxi from Key Areas

黑龙江省哈尔滨市道外区、绥芬河市，内蒙古自治区满洲里市，辽宁省大连市西岗区、抚顺市顺城区，山东省胶州市，广东省广州市越秀区、白云区，深圳市宝安区、惠来县，北京朝阳区等地区，目前为疫情风险等级中、高风险地区，凡是14天内有上述地区旅居史的人员，须持有当地健康绿码和7天内核酸检测阴性结果证明方能入桂。要主动如实向目的地社区（村）和单位报告旅居史及健康状况，纳入社区管理，如隐瞒不报的要承担相应法律责任。对于已经入桂未满14天人员，在区外未做核酸检测的，由所在县（市、区）疫情防控指挥部组织补做1次核酸检测，检测费用自理；核酸检测结果阳性的，及时转送定点医疗机构诊治；检测结果阴性的，实施自我健康状况监测14天，加强个人防护，除必要的工作和生活外不外出，外出必须戴口罩，不聚餐、不聚集；如出现发热、干咳、乏力等异常状况，要及时到定点医疗机构诊治。

At present, the medium and high risk areas (key areas) of COVID-19 outbreak include Daowai District of Harbin City and Suifenhe City of Heilongjiang Province, Manzhouli City of Inner Mongolia Autonomous Region, Xigang District of Dalian City and Shuncheng District of Fushun City of Liaoning Province, Jiaozhou City of Shandong Province, Yuexiu District and Baiyun District of Guangdong Province, Bao’an District and Huilai County of Shenzhen Municipality, Chaoyang District of Beijing and so forth. Those who have a travel history to the above-mentioned areas within the past 14 days can’t enter Guangxi without both the local health code of those areas and the proof of negative result of nucleic acid test within 7 days. They must faithfully report their travel history and health conditions to their destination communities (villages) and working units so as to be included into the community-level management. Anyone who conceals the information or underreports must bear corresponding legal responsibilities. For those who have already entered Guangxi for less than 14 days, if they have not received the nucleic acid test outside Guangxi, they must receive one such test organized by the Command Centers of the Leading Group of COVID-19 Prevention and Control of the county (county-level city or district) where they stay, with the testing fees borne by themselves. If they are tested positive, they must be sent to a designated medical institution for diagnosis and treatment. If they are tested negative, they should conduct a 14-day self-monitoring of health conditions and strengthen personal protection. They should not go outside unless it is necessary for their life and work, and they must wear a mask when going outside. They must not dine together or gather in crowds. If they have such abnormal conditions as fever, dry cough and fatigue, they must timely go to a designated medical institution for diagnosis and treatment.

四、严格落实日排查日报告制度

4. Strictly Implement the Daily Screening and Daily Reporting System

各地要加强对从境外或湖北省等国内新冠肺炎病例持续传播地区返桂来桂人员的排查报告、健康监测等工作，严格落实日排查日报告制度。

All localities of Guangxi must strengthen the work of screening, reporting and health monitoring of those people who return or come to Guangxi from outside mainland China, Hubei Province or other areas of China where the COVID-19 pandemic keeps spreading, and strictly put in place the daily screening and daily reporting system.

此前有关规定与本通知不一致的，以本通知为准。

Should any discrepancies occur between this notice and previous regulations, this notice shall prevail.
